since I can't execute the browser I can't reinstall 
Internet explorer, do you know where I can down load the 
full version so I can install it from a CD?
msrating.dll is a genuine Windows system file [or comes 
with IE]. Tried repairing/reinstalling IE.

msrating.dll
The spyware was NRPR.exe "NetRat"
