in add/remove programs have a program that can't be removed

Whenever I first start my internet connection I start
getting pop-ups before my home page appears.
These popups are x rated and I cannot stop them unless I
use the Cntl Alt Delete buttons to 'end task'
With the Settings Button I use the add/remove programs to
attempt to remove a program called 'XXXToolBar' ( I
highlight it and hit the Remove Button) but it just won't
go away.
This PC has multiple users, so If I can get it removed, I
would also like to know how to prevent it in the future.
please help me
