IE Won't Work ... BUTT

Hi,

It's the strangest thing. If I open IE by pressing on the button, it won't
work, BUT, if I open a folder and then type in an address it will work ...
any ideas? Also - no matter how I open it, if I'm on a website and I click
on a link whihc should open a new window that dones't work too.

When I say it doesn't work, I mean that it says "Page cannot be displayed"

Any ideas???
