Unless the web page you are viewing is coded to open up a new window if you
click on a link, then the new contents will always overwrite the existing
page on display. If you want to ensure that a new window is activated
whenever you click a link, then do so while holding down the SHIFT key. That
will force the page to be displayed in a new window.
There is a setting in IE under Tools/Internet Options/Advanced tab which has
a tick box against "Reuse windows for launching shortcuts", which should not
be ticked. But that is more for internet aware programs like Outlook Express
so that if a link is clicked there, if IE is already open then it will use
this window instead of starting a new session of IE. If you want a new
window of IE from an OE link, then tick the box. Probably now really what
you want. It does not seem to affect IE itself.
