IE6 connects to some but not all URLs

My ISP had a proxy server that I used on the grounds that it was safer with
regard to intrusions.
My ISP decided to eliminate the proxy server for reasons of little use.
Before they took the proxy-server out of the network, I reconfigured by way
of Tools-Internet Options-Connections, eliminating the proxy-server
specification.
The "can't find remote server" message popped up for certain URLs, including
my own home page site (home.san.rr.com), eBay.com, and numerous others, less
important. Re-configuring for a proxy-server restored all to normal.
This was the case in all my browsers: MSIE6, Opera 6, Opera 7, Mozilla
sumpunother. Configured for proxy-server, flawless; configured without,
selective access.
Two other computers on the same LAN find all URLs I've tried with all
browsers I've tried, without proxy server.
Today Those Who Do These Things cut out the proxy-server. I reconfigure for
no proxy server.
Two computers see everything.
One sees just selected URLs, including but not limited to FotoTime, AtlasF1,
Counter.com, eBayUK. It does not see the basic local Road Runner URL, nor my
home page site, nor eBay.
I don't mind hobbling around a little, but sheesh!
What settings can result in such selective "can't display the page" and
"can't find remote server" errors?
Is that kind of thing controlled by way of MSIE? What size hammer do I need,
and where do I apply it?
