IE won't start

I get an error window when attempting to start IE.
No specifics, just '...has encountered a problem'

Maybe many ways to fix whatever is wrong, but
DELL say speak to Microsoft and Microsoft say
speak to DELL !

Any suggestions for either what to try, or who
to contact would be appreciated.
