It's pretty simple, so a rough description would be:
1) create your batch script and save it on your machine's desktop. (script.bat)
2) Open Group Policy Management Console, right-click the OU in question and choose "Create and link new Group Policy Object". Give it a descriptive name and click "Edit" afterwards (again, the context menu).
3) Navigate to Computer Configuration\Windows Settings\Scripts\Startup
4) When the system opens the "Open File" dialog, don't browse anywhere. The standard suggestion of the system when the dialog opens is the correct place. Simply copy&paste the bat file you created into the suggested folder. Click OK.
