This is for an XP sp3 machine. I ended up just configuring the popup blocker
on the two machine accounts that will be used on the computer. I don't know
why some of the group policy options were not showing up. I never joined a
domain where policies might get applied on this computer but still I would
expect the popup blocker settings to be available on a freshly built computer.

Have you checked whether you can load and start the GPMC on another
machine and access GP from there? Is it a Vista or XP machine you're
trying from?
