You need a proxy solution like ISA server or SQUID(free).

Hello,
I'd like to disable internet access for some users. I've put in a
127.0.0.1 in their IE settings through a GP but if they use mozilla or
other programs that won't stop them.
The network is on 10.10.92.x to 10.10.93.x and everyone needs access
to servers at another location with 10.10.90.x.
