What OS version are the servers/machines you manage GPs on? Get a
similar patched machine and check %windir%\inf folder - the ADM
templates are there, actually.

You can take that and put it on the SYSVOL at the same location. Make
sure you don't put a Windows XP RTM ADM template if there's a XP SP2 ADM
template file on the SYSVOL.

During GP administration and GP creation, the ADM template files are
copied from the client machine you manage the GP on to the server.
