Hi I can try that , As per KB-919748

"the only the sites that are listed are those in the Site to Zone Assignment
List policy that you added by using the Group Policy Object Editor. The sites
that you added to the security zones in Internet Explorer are missing"

If I add sites via Zone Assignment List , Is it still possible users also
can add sites via IE ?


We use IE 7 with XP sp2

Have you checked UserConf\AdmTempl\Windows Comp\Internet
Explorer\Internet Control Panel\Security Page - “Site to Zone Assignment
List”?
