Group policy inheritance

My question is regarding inheritance of group policy, performance, and
best practice.
Is it better to creating one policy with everything you want or better
to create several small policies. Keep in mind I am applying this one
(or many) to a single OU. I imagine the more policies applied to an
OU the longer the computer will take to restart and get to a log on
screen (if mostly computers settings).
My second question is precedence. Does the computer process the
policies from bottom to top? In other words if I have 12 GPO on one
OU, it would process them 12-11-10-9, etc..
