If you are using a DHCP server and you don't want them to change the
settings you should do the following:
Make sure the client is setup for DHCP first
Second, set GPO for
---User configuration
/Administrative Templates
/Network
/Netowrk Connections/
These two settings should do it for you:
1. Prohibit TCP/IP Advanced Configuration
2. Prohibit access to properties of components of a LAN configuration

Only Admins and Network Operators can change IP settings, you should
change that.
