I didn't test GP Preferences with IE8 yet but am surprised by your
results. I would have thought it worked the same way.
Have you checked if the policy is applied (gpresult) and that other GPPs
are working?
Other GPs and GPPs are definitely working, and there is no targeting
being done on the IE policies.
When I use GP modeling, I see the IE5/6 and IE7 policies applying to the
test machine as expected. The same GP contains the preferences for both
5/6 and 7, with no other targeting being used. This GPP also maps my
drive maps and a few other things that I'd notice if they were missing.
I'm doing most of my testing in a VM, so I can start from a consistent
point and try different configurations of an otherwise identical base
point machine, which is XP SP3 IE6.
From looking at RSOP from the base config, I have the IE5/6 policyapplying (but not IE7), and the applied settings are consistent with
that.
After I install IE8 the 5/6 policy preference settings no longer appear
in the RSOP, nor does the IE7 policy preferences settings appear.
I then went back to the IE6 snapshot and installed IE7, RSOP now shows
no IE5/6 policy preference settings, but IE7's preference settings
instead. I then installed IE8 on top of IE7 and looking at my RSOP now,
I don't see either IE5/6 or IE7.
I'm guessing that Microsoft has some sort of targeting built-in so that
IE policy preferences aren't set on machines without the appropriate
version of IE installed and this detection needs to be updated for IE8.
