Clients get Event Id 102 source unavailable with GPO install

I have a windows 2003 server (64bit) (SP2) with many MSI on a file share.
This replaced a windows 2000 SP4 machine.
Now my GPOs for software installs are not working. I get event ID 102 source unavailable on the clients and no particular errors on the server.
The problem sounds extremely similar to this issue that doesn't appear to be resolved from several years ago on this newsgroup:

I have very similar settings, and I have tried the same troubleshooting steps as Peter did in 2005.
I can use the client's "SYSTEM" account to access the share without issue. The share permission is set to EVERYONE -> FULL. NTFS is EVERYONE-> read, and Authenticated users->READ. FULL auditing for success and fail does not show any failures.
Any help would be appreciated.
