Is anything logged in the appmgmt.log file at %windir%\debug\usermode\appmgmt.log? You maybe need to set the machine to verbose mode to see useful content in the log. Set HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Diagnostics to Appmgmtdebuglevel=dword:0000009b
