You can use Group Policy Preference to push the settings. It has a special UI for doing that. All you need is install the Client Side Extension on the target servers (download free from Microsoft:
http://www.microsoft.com/DOWNLOADS/details.aspx?familyid=BFE775F9-5C34-44D0-8A94-44E47DB35ADD&displaylang=en) and a Windows Vista management station that has RSAT installed. From that machine, you can configure the ODBC settings.
Preferences are also capable of pushing .ini files to clients.
