I know that if I were using roaming profiles already, I could use GPO
to alter the profile path via a variable within the profile path like
this: \\server\%system%\%username%

by changing the system to/from a "normal" and "lockdown" states then I
could do it, but we don't use roaming profiles. And for our
environment, trying to convert everyone to them would be problematic
and cause more problems than it solves.

I know it's possible, as I've seen this implemented in the past; but I
just can't figure out how they did it. It may have been through some
customized element of GPO (which is something I'm not familiar enough
with to do).

How can you implement "random" or completely custom registry elements
in GPO? That may be how I need to do it. Export the entire HKCU hive
to a .reg file and then merge based on the computer...
