Although the machine's in a domain, it should apply the setting. The only thing I can imagine is that a domain policy is overwriting your policy. You can check that with rsop.msc. That shows you the "winning" policies.
Also check if the settings are reflected in the registry at the right places. I see you have line breaks in there - I've had an issue with these things as they were simply reflected as two rectangles between two words of a registry key.
