Can't get SCW to create group policy

HI all,

Hoping you can help me. I have a been trying to create a baseline security
policy for my company using the SCW in Windows Server 2003. The policy has
been successfully created but when I try to run the command scwcmd transform
/p, no group policy is created. The command also doesn't error out. Is
anyone familiar with this problem or how I can trace down the problem. It
doesn't appear to be creating a useful log either. And yes, I have confimed
that I have the appropriate rights, I'm a domain admin and I created GPO's
all day long. Note the server that I'm running the command on is not a DC,
it's strictly a member server, as I'm not really excited about installing the
SCW on a DC.

Thanks in advance. BTW, what ever happened to the baseline policies
Microsoft used to give out as templates?
.
