The first question I'd ask is why...
The reason I ask, you might consider using time of day restrictions
(group policies can be configured to force users PCs to lock, or I
believe even logoff when the time runs out), in combination with
appropriate sleep-when-idle settings to ensure the machines don't waste
energy.
This has the advantage of bring machines up quickly when users arrive in
the morning, but leaving a machine in sleep/standby if no one will be
using a specific machine on a given day.
If you really want the machines to shut down, you can use the task
scheduler. A scheduled task running every 5 minutes, but not configured
to run if a scheduled time is missed, in combination with time of day
lockouts (to prevent someone from logging on in the period of time
between when a machine is powered up to when the scheduler trips) would
turn PCs off.
Turning machines back on is tougher, you'll probably need to use the
BIOS, or Wake-on-LAN (if so supported in your environment)
