I have done that, and that does get GPMC.msc installed however, we are not
using 2k3 or active directory. We are using samba. When you try to control
policy via GPMC it requires you to log in as a domain administrator. I need
to be able to do the same thing as a local administrator. So setting it via a
local group policy is what Im looking for, however i have read its not
available with XP. Im just hoping someone might have a work-around for this,
or know a way to remove it via reg edit. Thanks for the help

Jonathan, I'm sorry, I just looked that up under a Windows Server 2003
machine. The extensions for editing these policies were introduced in WS
2003 but not in Windows XP (up to SP2). Windows XP machines process
those settings, only.
If you have a valid WS 2003 licence and a WS2003 running, you can copy
the following files from the %systemroot%\system32 of the WS2003 machine
to the XP's %systemroot%\system32 folder:
wlsnp.dll
wlstore.dll
ws03res.dll and then execute the following command on the XP machine:
regsvr32 wlsnp.dll
This is from Darren, another Group Policy MVP - he posted these steps on
his GPOGuy site in the FAQ area: http://www.gpoguy.com/FAQs.htm
I guess you'll have to take these steps on every single machine you want
to configure the wireless policy.
