GPO for PW policy

I have a setup with 2 DC replicated on one site. I want to setup a GPO for a
OU that is designated for a site. I have successfully applied a GPO that
hides the screen saver tab to test that I have the layout correct. I have
pulled out that GPO and placed another GPO that has it setup to have the PW
set to at least six characters and disabled PW complexity. I made sure that
the OU has only this policy set to it. I even tried removing the default
policy to ensure I dont have conflicts. When I login with a test login user
account tied to the OU in question and try to change to PW, I get that I
your PW has to be 3 characters and cant repeat the last 24 pw's. My
confusion is I tried to create a custom GPO that only allows the need to
have the PW be six characters and I also modied the default to turn on
complexcity. I have had success in turning on complexicity before so I am
not messing that up.

bottom line, I need to setup a OU that has user accounts that are more
secure then the rest of the logins.

Can someone advise?
