ok I found the problem but I don't know why this is do this.
I add template in the past and configure it and remove it. the fix
that I do is add again the template and not configure it and remove it
the problem is fixed!
in the event viewer is saw smothing about userenv registry.pol
parameter
error
this is fixed with the remove of the template.

client.

I do this but the firewall is not disabled or grayed to lock from

Create and configure a GPO with the firewall setting you like to
have, link it to the OU where your computers are in.
