Forget that. GPMC for Windows XP doesn't support x64. It is not supported.
You'll have to install it on a 32bit machine. See the System Requirements'
Notes: "The GPMC does not run on 64-bit versions of Microsoft Windows."

got it solved by copying gpedit.msc into the syswow64 folder
