Locking the PC would be sufficient but just wondered about the logging off part.
The easiest way is to use a screen saver to do so. Locking the box would be the easiest thing right away:

For logging off or shutting down, there's another freeware screen saver out there you might want to use. But I wouldn't do that. People pretty likely leave their machines alone with some apps open (imagine Word, Excel). Logging those people off or shutting the box down could corrupt their data - not to speak of loss of data. I'd stick with locking the box.
