Thanks for your posting here, and also appreciate Mark's assistance.

As for the Windows Vista issue, we would like to recommend you to post in a
Windows Vista related newsgroup, like
Microsoft.public.windows.vista.general or TechNet forum
http://forums.microsoft.com/TechNet/ShowForum.aspx?ForumID=1992&SiteID=17,
where you can receive more professional reply, because the engineers in
those newsgroups are specializing in Windows Vista. However, I am also glad
to share my research with you here.

The GPMC(Group Policy Management Console) will not be released to download
for Windows Vista SP1, until Windows Server 2008 is officially released.
The below is a brief statement that I abstract from Microsoft website for
your reference:

Statement:

"An enhanced version of GPMC will be included in Windows Server 2008 as
well as the Remote Server Administration Tools (RSAT) for Windows Vista SP1
shortly after Windows Server 2008 is released. The updated GPMC includes
new features such as Group Policy preferences, Starter GPOs, comments, and
search and filter capabilities."

What's more, please note that Microsoft Windows Server 2008 will be
launched on February 27, 2008. That is to say, the GPMC will be available
to download for Windows Vista SP1 at least after February 27, 2008. I hope
