By default a user account can be only member of one OU. So where are the users located?

Hi,

I have an issue with the User Configuration section of some of my
GPO's. Specifically, the settings in the User section for some OU's
are not being applied.

I running a 2003 R2 server with XP clients. I've run GPOtool and
GPresults and both seem to indicate that the clients are pulling the
policies. I've found that if I make a change in the User section the
Default Domain Policy, the clients will apply it. But if I make the
same change to the policy for the OU in question, it is not applied.

I am not blocking inheritance and the permissions are the same for
both policies.

I've only done limited things with GP's in the past and this is the
first problem I've had.

What steps can I take to determine where/what the problem is?
