Accessories folder

Hi

Can anyone help me.

I have the "Accessories" folder appear in the start menu for all users login
to the server.
I have enabled in the GP "Remove user's folder from start menu", but I still
can see the Accessories folder with
several sub-menus (notepad, task scheduler etc.)

Is there a way to remove this from being there prior to user login or
completely disable this
