Cannot set desktop wallpaper

Hi all,
I'm having real difficulty setting the desktop wallpaper via GPO on my win
XP SP2 clients. I've added a startup script to my workstations that uses
xcopy to copy the wallpaper.bmp file from a network share to c:\windows
directory (if the remote file is newer). This is working fine, and I can
open the c:\windows\wallpaper.bmp file on all client PCs. I've created a new
test GPO, and the only item I have configured is User -> Admin Templates ->
Desktop -> Active Desktop -> Active Desktop Wallpaper:
c:\windows\wallpaper.bmp, set to "stretch". For some reason, this does not
apply to the client PCs - the background is still the default solid blue
(i.e. no wallpaper). If I right-click on the desktop and choose properties,
the preview image on the "Themes" and "Desktop" tabs contains a preview of
my desktop wallpaper which is correct, but the actual desktop does not. If I
remove a PC from this GPO and manually set the wallpaper to the
c:\windows\wallpaper.bmp file it works fine.
Can anyone offer some advice?
