Thank you Mathieu, below are the results for the rspo.msc for my computer:
Display:
setting state
GPO Name
Screen saver enabled Log
off
Screen saver executable name enabled log off
password protect the screen saver enabled log off
screen saver timeout enabled log off

i looked every where for the GPO named "log off" and can not seem to find
it. i looked in the local computer settings and also the domain GPO
settings, maybe i am not looking in the right place. is there some other
place that i should be looking in?


I believe it is set somewhere in the domain GPO since all my users can not
change their screen saver. They were not able to do it before, however I was
able to than for some strange reason, last Tuesday (Oct 9th) my screen saver
was changed and i could not change it since it was all greyed out.

issue 1:
on my computer i noticed that microsoft firewall sometimes is on, since

Issue 2:

panel/display/screen saver i can not change it, it is also greyed out. i
looked in the registery file and also group policy both on the domain and
on
local computer and can not find anything that would let me make the
changes.
I know it is user specific since I logged in as Admin on my computer and i
was able to make the changes in the control panel. log in as myself and i
can not make changes.

with that said i have also ran Windows defender, Ad-Aware Pro, Spybot S&D
and our antivirus software--the system is clean.

i am running Windows XP Pro SP2 and all patches are up to date.

Any help would be appreciate!
