I'm Sean from Microsoft CIBS OS & APP team and I'll helping you on this
issue.

Since I can see the posts sent by the customers who bought Technet services
only, I couldn't find the post you referred to in our database. In this
case, I'll provide everything that can help. If there's any duplicate,
please ignore it.

1, Check fast logon settings.
Fast logon is a new feature in Windows XP that applies group policy after a
user logs on. It's enabled by default, you can refer to the following
article to check it.

2, Isolate the problem.
By removing the network connection, the system will authenticate a user
with cached information. If there's a DNS issue or DC issue causing slow
logon, the logon will be fast after unplug the NIC cable.

3, Check logon information to see what the system is doing when logon.
The group policy "Verbose vs normal status messages" can enable a verbose
output of the logon information. You will see much more information than
"applying your profile".

4, Try clean boot. To boot without any third party software, we can
eliminate the effect of third party software. The detailed steps are:
a. Click Start -> Run
b. Input msconfig and click OK.
c. Click Service Tab and check Hide all Microsoft Services and click
Disable All.
d. Click Startup Tab and click Disable All.
e. Click OK and reboot the computer and test again.

5, Enable user environment debug log. This log records everything before
you see desktop. It's very helpful in this condition.
