How to use Group Policy to remotely install software in Windows Server 2003

I think that assigned software should go through computer GPO , not user. Else users will need admins privilege to install.
This KB show that you assign software through computer, bu publish to user through the user's GPO part.

Check permission on the share where the MSI resides.

These days, I have several projects in several companies with different
users from 550 to 80. One of my tasks is configuring Group Policy to deploy
the "policy Maker" software to these users and related computers. I used an
"exactly the same" configuration; but with several results.

Today I used a configuration that I used it some days ago in company with
550 users but without success. My problem is:

I have configured the “Policy Maker” software to deploy to users instead of
computers. But when I login with users that I applied a GPO that contains the
“Policy Maker” software, the installation fails. But when I logged in with a
user in the Domain Admins group, the software installs perfectly!!! I used
the exactly the same configuration in a company with 550 users without any
problem!!!

Why this problem occurs?
