Judging from the context, I think the author is referring to the different
types of policy settings. Some are fixed, can not be changed by the user,
and are set back if changed by non-policy means. Some are "Preference". The
setting is initially set, but can be changed and is not set back (enforced).
For example, the Internet Explorer settings can be Enforced, or they can be
Preferences. The distinction the author seems to be making is that Enforced
settings in the registry are converted into Vista settings, while the
Preference settings are omitted (there would be no way of knowing at the
client if the setting was the policy setting or had been changed). This
means that the original policy in AD would be applied again when the user
first logged on.
"Migration" appears simply to mean a fresh install but in the same GPO
domain. It is rather self evident that the local policy settings would not
"migrate" in this case!

additional clarfication on. I hope GP gurus would be able to figure out

the author was talking about :)

Specifically, there's a table in "Group Policy changes after migrating
or
upgrading to Windows Vista" section of the article. There's a row
titled
"Registry-based policy settings" in this table. In this row there are
three
points in the "Upgrade behavior" column:
. All policy settings and values under the Software\Policy registry key
are
migrated.
. Preference settings are not migrated.
. All of the policy settings are reapplied from the domain on first
restart
after first logon.

I'm not sure what the "preference settings" are (the second point).
Conesquently I'm not sure whose preference settings the author is
talking
about. I'd appreciate any input on this issue.

And while I'm on this table, does anybody have an idea what "migration"
is
in the context of this section? Generally, it's a pretty broad term,
but
the
author apparently views "migration" as something opposite to "upgrade".
In
my
understanding, "upgrade" means installing Vista over existing OS (e.g.
XP).
An opposite to the upgrade would be "clean installation", but the
author
does
not use this term, and uses "migration" instead. Any clues?
