To answer your question, I meant (for example)
\\DCName\SYSVOL\company.com\Policies\{A380ADAC-7D33-4D9F-BA51-058C6179DFA5}\Machine\Scripts\Startup
I'm using VirusScan 8.0 Enterprise on all the DCs, so I'll suspect that as
the culprit and try excluding Sysvol, as Mark suggested.

In Group Policy Editor, in Windows Settings, Scripts, double click Logon,
Logoff, Startup or Shutdown as appropriate.
In this dialog, there's a button called "Show Files...". Click this
button - it opens the Scripts\xxxx (Logon, Logoff, Startup or Shutdown)
folder for that particular GPO in a Windows Explorer window.
I've not had any problem copy files, including pushprinterconnections.exe -
into these folders. I've been pushing printers using GPOs since I started
beta testing of 2003 R2. I currently use this in a Windows 2003 R2 SP2
domain. I've always put the pushprinterconnections.exe in the scripts\xxx
folder for the GPO as described in the previous paragraph with no problem at
all.
The DC has Symantec AntiVirus Corporate Edition Version 10.1.0.394 running
(Managed mode) and has "Auto-Protect" enabled for "access or modified".

results. I also have found that I can't copy ANY .exe to the
\scripts\startup folder. Someone else should try this to see what I mean.
I am baffled why the MS article for using Deployed Printers says to do

if it can't be done. Is there a default setting that I need to change?
In any case, I got around this by copying pushprinterconnections.exe to
Sysvol, then used a batchfile as the startup script, with the line
"\\domainname\sysvol\pushprinterconnections.exe".
