I have OU's for each of my departments.
If the user is in the IT for example, I want them to belong to group IT so
they have the rights to what that group IT has rights to.
Is there another way to make users member of a group based on the OU they
belong to?
I have a folder on each local hard drive that has an Access Database (front
end) in it and the group IT has been given modify rights, I'd rather not
have to add the user to the IT group, have their membership applied by the
OU they belong to.

settings/security settings/Restricted Groups" I can make them members
there.
Can I not do that for "User configuration"?

No. Groups are entities defined on the machine.
They are what they are without per-user differences.
What is it that you are thinking you could accomplish with a user
policy settings for groups ?
