You can´t do it in the same GPO, because it is a singel setting.
You can do on the same "level". 2 different GPOs on the same OU.

Sort/Move the GPO with the exception in the GPMC on top and filter it
by security group, that only the desired Secgroup is allowed to
apply this GPO with the exception
