Bad ADM Template?

I'm using the GPMC 1.0.2.
I fire it up on my XP SP2 workstation and create a new Group Policy Object.
Looking in "Computer Configuration\Administrative Templates\Windows
Components" I find a folder for RSS Feeds and 42 settings immediately under
Internet Explorer.
If I do the same thing on the Domain Controller (2003SP2), there is no
folder for RSS Feeds and only 12 settings immediately under Internet
Explorer. What's more, when I open the policy that I created under XP, the
settings show as though the object was created on the Domain Controller.
Then, if I reopen the object on XP, the settings are gone.
It looks as though the template is not current on the domain controller but
I haven't been able to confirm that.
Any ideas?
