User Configuration

Administrative Templates\Desktop\Active Desktop

Enabled Active Desktop - Enabled
Prohibit changes - Enabled
Active Desktop Wallpaper - Enabled

Administrative Templates\Control Panel\Display

Prevent changing wallpaper - Enabled


One of the key policies here is 'Active Desktop Wallpaper'. If you disable this setting or do not configure it, no wallpaper is displayed. However, users can select the wallpaper of their choice.

Can you post a RSoP for the accounts you want to control? I've always found that by correctly configuring the 'Active Desktop' policies, this prevents users from changing their wallpaper even with the method you described.

I'd also investigate options in Administrative Templates, Control Panel, Display, too.
