Just to let everyone know that I solved the problem myself by uninstalling
the GPM and restarted the server. Then I installed GPM again and problem
solved. Not sure that the restart was necessary, but figured it wouldn't hurt
;)

and added the GPO editor to the root console and that let me see all the
categories I was missing.

Woops.....totally forgot to write that the server is Windows 2003 SP2.
Last time I positively know that the Group Policies Editor showed the
missing categories was october 2006.

Software Installation: appmgr.dll
I also tried to access the "Local Policy" on the server, and here I see the
categories......but that doesn't help me a lot, just shows me that they are
present somewhere on the server, but not accessible for the Group Policy
Object Editor.
Help would be much appreciated :)
