Members of Enterprise Admins don't necessarily have any rights or permissions on member computers.

By default, members of Domain Admins are administrators on member computers, but not Enterprise Admins.

Try using a domain user account that is a member of the Domain Admins group.

Your scenario was successful for me using a Domain Admins member user account. The domain controller is Windows Server 2003 R2 SP2; the target computer is XP Professional SP2.

I guess I don't understand what you are attempting to accomplish by using this technique. The usual process is to create a Group Policy Object in the Domains Active Directory and link it to the OU with the target computer accounts or user accounts. This way, the same settings can be applied to multiple computers or users.

Modifying the Local Group Policy will affect only the one computer. Any settings available in the Local Group Policy can be set by a Group Policy created in the domain and linked to the appropriate OU.

More details:

I have a domain with one domain controller in my test environment. Within my
domain controller I want to access the LGPO in my Windows XP Professional.
So, to do that, I go to the MMC and then in the File menu, select Add/Remove
Snap-in option. then in the Add standalone snap-in window, I select the Group
Policy Object Editor and then in the Select group policy object, I click on
the browse button to access another computer that in this case is my Windows
XP (already joined to my domain). After selecting the desired machine, I
receive the error message that I already mentioned.
