"execute" is not a permission. How do you check this?
Have a look at both share and NTFS permissions. They both need to be right in order to have the computers reading the package.

How did you create the policy? By using the Group Policy Editor after right-clicking a Organizational Unit in Active Directory Users and Computers? If so, it should be linked well. Are there computer accounts in the OU you created the policy at?
"Is the group policy actually applying successfully on the clientmachine?" I don't believe it is. How do we check this?
You can use the rsop.msc tool by running it from Start->Run from a client that should receive the policy.
