That is by design. See, "gpedit" looks at the local Group Policy defined - and you did link policies at some OU in Active Directory. The main difference is: when you fire up gpedit.msc, it looks at the policies stored at your local computer. But it processes them the domain policies as well.

Am I missing something obvious here? If the settings are there
(verfied they ARE in the registry) then why is gpedit missing them?

Look at gpresult.exe and rsop.msc to see the sum of policies that apply to your machine. Gpedit.msc will only give you an overview of the policies that you defined locally on your machines.
