Works as designed. Security settings will be applied every 16 hours by default. All other CSE's will get applied on change or gpupdate /force afaik.


I see no policies that would make this happen, either. Is it
possible I have a corrupt policy set somewhere?

You could try and take a look at the policies beneath computerconfiguration/administrative templates/system/group policy

But why would you want to apply an unchanged policy on every reboot?
