XP clients Not accepting GPO's

win2k3 server running a domain
all XP clients (sp2)

All of our software rolls out via group policy,

Just purchased 20 new systems to replace 20 old. They are all setup
via ghost image, Sid changed, added to the proper OU (same OU as
before). NOTE: this software is being rolled out by system... not by
user)

Some of the systems (About half) took gpupdate /force off the bat and
installed everything (so i thought) on the next reboot. Then some of
the systems took 10 or more reboots to take any GPO's.
And finally there are a few systems that wouldnt update at all.

So I logged into some of these systems that didnt take any GPO's. and
ran gpresult /scope computer
well here's the bizarre thing. It shows all the GPO's and states they
are applied. but they arent.
In fact, even checking control panel add/remove programs none of the
software shows up in there.

Further inspection proved that some of the GPO's that I THOUGHT were
installed on the computers that took right away, were not applying. So
now i'm at a point where I dont know whats installed on which
computers. (The very thing that Group Policy is supposed to avoid
*laugh*)

I was thinking this might be an issue of the network not being ready
for pulling down the GPO's so it failing there or something. I dont
know. I'm just plugging away at this point.
Any suggestions would be much appreciated.
