It's quirky - this setting is only available during the initial setup of the
policy. Once the GPO is created it becomes grayed out. You have to create a
new policy.

Create a new policy for redirecting My Documents using Advanced redirection
and select "Do Not Specify . . ." for the My Pictures. Finish the policy and
exit out of the GP editor.

Right click the policy and select edit. This time when you look under
Folder Redirection, My Documents will have a sub-folder of My Pictures where
you can define the settings for this folder.
