REALLY want to have to put in exact opposite individual settings.
And, is this true in ALL cases, that things don't revert?

Some GPO settings tatoo the registry, causing the dehavior you experienced.
You mignt first want to try setting the ClassicShell value name, at HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer, a REG_DWORD data type, to 0.
