What gives you execution of something like
"secedit /export /mergedpolicy /cfg C:\backedupdata.txt /areas
SECURITYPOLICY USER_RIGHTS /verbose /log c:\log.log"?

On a Windows XP system, we are running a command to back up the current
settings for the computer and users in Local Security Policy. We issue the
command from the command line:
secedit /export /cfg backup-of-policies.inf /areas securitypolicy
user_rights /log backup-of-policies.log
The contents of the INF file have NO policies in them. Instead you get
some summary line at the bottom that the "Default Windows Install" is backed
up. There are plenty of the policy rules that were manually changed after
the initial install, so if the logic is to backup just the items that are
different than a default install, it is failing to backup those changed
items.
How do I force a more verbose and complete backup of the system security
policies under Windows XP?
We tried to export EVERY "area" that is an option, and they all fail in a
similar way. It looks like a bug.
