Better way to do this is:
Use the existing GPO that contains the pointer to the JPG desktop background.
Now, create an exception for the application of the GPO for the group of people you want to exclude from this GPO (via a security group pref.).
So, via GPMC, select the GPO - Delegation tab - Advanced button - you'll see a list of ACL - "Allow - Apply Group Policy" is set to Authenicated Users...
Now add/include the security group (containing all "NO-dekstop wallpaper" users) and select "Deny - Apply Group Policy".
That's it...

This is a bit out of my scope, so hopefully someone can help. :)
We are using a JPG file as wallpaper on all workstations. But we have
a few exceptions, of course that don't want any wallpaper. Not even an
image. We've created an exception policy based on a security group.
I've tried setting the policy to point to a JPG that does not valid,
but the image from previous still loads. I've also disabled Active
Desktop in hopes to prevent JPG files from loading at all. Anyone have
any ideas? Thank you!
