Give permission to customize desktop but denying software installation

Hello, this is my first message here :)
I've made a search before to post.

I have an NT 4 domain, with Windows 2000 workstations.
I would to enable users (domain users) to customize their desktops and
maintain data on personal folders, but I would deny to them the ability
to install software.

With original Windows settings this is impossibile, because the first
request is satisfied with Power users, but the sevond only with Users.

There is an escamotage? I also searched for in internet but I didn't
found anything...am I the only one with this need? :)
